sacrifice threads.

As shown, the most common view of relative
capacity is by means of standard metrics, which
are chiefly expressed as throughput. The metrics
express units of work completed by units of time
elapsed. We defined the simple metric TP as:

The estimator for thread speed used in RPE2
assumes common path length and linear scaling.
While these can be adjusted for in understanding
throughput, enough uncertainty exists in these
parameters that one cannot do capacity planning
without detailed analysis of the specific load. But,
that same uncertainty remains if we use common
metrics as a proxy, and the same detailed analysis is
required for capacity planning.
Throughput as measured by TP (and common
metrics) offers an idea of the instantaneous peak
throughput rate. However, to sustain this rate, the
load must keep all of the machine's threads busy.
In the world of dedicated distributed hardware, TP
is indeed the parameter of interest because it tells
us the peak load the machine can handle without
causing queues to form. However, in the world of
virtualized and consolidated workloads, we are,
by definition, stacking multiple workloads on each
thread of the machine. Thread capacity (TC) is an
estimator of how deep these stacks can be. We
define a simple metric TC as:

Thread speed is included because faster threads
clear work for the next workload on the stack,
allowing more workloads to share the thread. Cache
is included because each workload on the stack
brings its own "working set" to the load.
These two metrics are developed directly from
the design parameters previously discussed.
We should see a trade-off between these
workload parameters as well. In Figure 3 (right),
the downward slope of the POWER7+* and
Sandy Bridge curves, as well as the position
of the zEnterprise* EC12, indicate this tradeoff. When looking at this positioning from a
classic maximum internal throughput rate (ITR)
viewpoint, only the vertical axis appears. Looking
