It’s good for the City and County because it helps keep operating costs down, which leads to the organization’s IT environment. Rather than heaping more applications and services on one-off servers—and creating the potential for a data center explosion and the need to either expand or create a new one, both expensive propositions—the organization decided instead to reassess what should run where and why. In some cases, these decisions have resulted in large cost savings, as when the organization moved a database instance to a single IFL (running either Red Hat or SUSE Linux). Because the cost of that database software was based on the number of processors on which it runs, this move saved the City and County more than $150,000, dropping the cost from $250,000 to $88,000, according to Bruce. The organization has saved through consolidation in other ways as well, including administration. Because it’s a heavy Tivoli* user, employing Tivoli Workload Scheduler and Tivoli Storage Manager, for example, the organization can consolidate its management workload, running multiple jobs at the same time from one screen. This helps reduce administrative overhead. “This, coupled with the implementation of IBM Virtual Tape Library 7740 and 7720 to our mainframe systems, has eliminated the need for staff to mount tape and provides a more reliable backup disaster-recovery situation Bruce says. “This has improved my evening operations a great deal.” Virtualization has also been a key aspect of the City and County’s IT environment. The journey is not one the organization embarked upon alone. Business partner Sirius Com-

puter Systems helped the City and County learn how to quickly deploy virtual machines on the mainframe. In the past, this process might have taken a week or longer to accomplish, as the systems group would look for a machine with excess capacity, purchase and configure another one if they didn’t find that capacity—all of this a costly venture. Now, according to Bruce, this can be done in a matter of minutes with a phone call, all on the mainframe. “Someone needs a Linux instance? They can simply go out and create one. There may already be one there,” Bruce says. “It’s so easy, we’ve been conditioning our applications team to simply go out there and create a virtual machine if they need one instead of going through the systems-group channel.” When the organization upgrades to its newer mainframe, the IBM zEnterprise* 114, all of this will become just that much simpler, especially with the addition of an IBM zEnterprise BladeCenter* Extension (zBX). Instead of running those one-off servers taking up data center space, the organization can consolidate even more, running both UNIX* and x86 workloads right alongside—and tightly integrated with—the mainframe and its IFLs and virtual machines. This will also help in terms of storage and backup and disaster recovery. Although the organization already has a beefy environment when it comes to this—including an almost identically equipped data center at an off-site location with an IBM XIV* Storage System at each— this consolidated mainframe/zBX will only further simplify matters. In fact, Bruce has even considered adding a backup data center “in a box,” as he puts it, so he doesn’t

have to operate a dedicated disasterrecovery site.

Invaluable Data
This type of approach to IT infrastructure can benefit many organizations, especially when deployed in tandem with greater data transparency. This latter point is key, especially in the case of the City and County of Honolulu, where it has given the organization more insight into its operations, which is both bolstering the services it offers and creating further savings opportunities. The information gathered by systems such as Maximo Asset Management software, for example, can be analyzed to help deploy optimized services. As Bruce remarks, “Once you start getting data from a number of different sources, such as our CitySourced Honolulu 311 app, you can begin analyzing it. You can ask questions such as, ‘Should we be changing maintenance routes?’ ‘Should we be changing routing schedules?’ ‘Should we change how we get from point A to point B?’ That type of analysis is invaluable.” So much so that the City and County is also looking at costing based on analytics, combining financial and numeral data to create a broader view of how much certain services cost taxpayers. For example, the organization can determine how many streetlights were fixed in a certain amount of time, or which vehicle was used for a particular trip and how much fuel was used. This allows the organization to get a better handle on actual—not estimated—costs associated with certain jobs and make changes to how the business of government is done. All of this—from data transparency to mobile apps to online services to a more streamlined IT environment—prompts Bruce to enthusiastically intone, “That’s the strength of the mainframe—it continues to evolve with evolving workloads.” b Jim Utsler is a Michigan-based freelance writer.
