by making them accessible to everyday citizen users. “When Peter Carlisle came into office, he wanted to show that we were a lean, smart city that was thinking toward the future,” Bruce says. “He was very much behind transparency, but not the type of transparency that had been used in the past, where you post a PDF file that nobody understands. He wanted real data that people could actually use.” One of the City and County’s first forays into this was with its financial information, which is posted online in near-real time. Anyone, including citizens and the media, can view and download the data, then analyze it as they see fit. These efforts resulted in the City receiving a 2012 Sunny Award recognizing governments that do an exemplary job of proactively disclosing information to taxpayers, according to Bruce. Based on the success of that program, the organization has since put even more information online, including real-time bus schedules, an adopt-a-siren program (whereby people can take responsibility to ensure tsunami sirens are operating properly) and art walks. But the City and County didn’t stop there. It invited developers to a meeting to discuss what type of additional data it would need to build mobile apps that people can use to access— with a user-friendly interface—even more information or remotely interact with the organization.

These apps, which are written for both iOS and Android, are available via can-do.honolulu.gov, a City and County website. After users access the site, they can then download the apps they’re interested in from the appropriate app store. And there is no dearth of these apps. Eighteen apps are currently available with, according to Bruce, “200 or so more coming over the next couple of years.” A quick sampling includes Da Bus, which provides GPS-based data to indicate where buses are currently located; Route View, which allows users to view traffic cameras to avoid traffic jams; Tsunami Evacuation Zones to easily discover if you are in such a zone and how to navigate to the nearest refuge or shelter; and CitySourced Honolulu 311, which allows residents to report issues such as abandoned cars, broken streetlights and broken or vandalized signs. In the case of broken streetlights, people can simply take a picture of the pole’s identifying number and submit it. Using photo geo-coding, the organization can then send work crews out to quickly remedy the situation. Notably, the orders for this type of maintenance work are routed through the IBM Maximo* Asset Management software, which, in the case of the City and County of Honolulu, runs on a mainframe IFL. The City and County also has posted several Web-based services online at www.honolulu.gov, including, for example, applying for build-

ing permits, paying water bills and traffic citations, and motor vehicle registration renewals, the latter of which, currently running on an IBM System z10*, services the entire state. Another notable successful service involves getting camping permits. “If you wanted to register to camp at a park, you would have to come to a city office and stand in line—and there might be a hundred people there at the same time,” Bruce says. “Since we put that system online, there’s no one in line— not a single person.” In fact, permits for the Labor Day weekend for all 225 camp sites at 17 campgrounds sold out within five minutes of being available online.

A No-Brainer
These apps and online Web services are a result of a well-architected IT environment and the willingness to create data transparency. For most organizations, that sort of transparency wouldn’t be thinkable. But for the City and County of Honolulu, it was a no-brainer. “If people want to help themselves, who are we to stop them?” Bruce asks. “It’s their data and we shouldn’t impede them from using it.
